Sandra J. Valenciano, M.D., M.P.H.

Chief Executive Officer
Dr. Sandra Valenciano serves as the District Health Director and Chief Executive Officer for the DeKalb Health District, District 3-5. She oversees public health services for the over 760,000 residents of the county, where more than 130 languages are spoken. She is also an Adjunct Assistant Professor in the Department of Family and Preventive Medicine at the Emory University School of Medicine.

Bjay Wylde serves as the Chief Operating Officer for DeKalb Public Health. He oversees the execution of the agency’s strategic initiatives and ensures the implementation of effective operational, managerial, and administrative systems. In addition, Mr. Wylde leads the Office of Communications & Media Relations, the Office of Public Health Preparedness, the Information Technology Department and the Internal Services Department (which includes Purchasing, Contracts, and Facilities).
Dianne McWethy, M.P.A., C.P.M.

Division Director
Dianne McWethy serves as the Division Director of Administration. Ms. McWethy is responsible for the following administrative departments and functional areas: Finance, Internal Services (which includes Purchasing, Contracts, and Facilities), Information Technology, Vital Records, Grants Management, and Warehouse and Records Management. As a public administrator, Ms. McWethy has over 30 years of experience in government, with an emphasis in city and county government. She also has experience in elections and library services administration and management.
Linda O'Sullivan,

Dr. Linda O’Sullivan serves as the Division Director of Clinical Services, overseeing clinical and nursing services at four health centers, as well as in the Ryan White Early Care Clinic and TB/Refugee Services. Dr. O’Sullivan has served the community in several capacities for 20 years and joined DeKalb Public Health in January 2022.
Stefani Carter, M.A., C.P.M.

Division Director
Stefani Carter serves as the Division Director of Community Health, which includes oversight of the Health Assessment and Promotion department, Oral Health program, and Maternal and Child Health programs. Since 2002, Ms. Carter has served in various capacities at DeKalb Public Health.
Ryan Cira, M.P.H.
Division of Environmental Health
Division Director
Ryan Cira serves as the health district's Environmental Health Director, managing services that include food protection, swimming pool safety, onsite sewage management systems, tourist accommodations, vector control, and lead poisoning prevention. Mr. Cira has served the community and DeKalb Public Health for over 30 years.

Communications and Media Relations Manager

Eric Nickens, Jr., joined DeKalb Public Health in January 2017 and serves as the health district’s Public Information Officer (PIO). With over 20 years of media relations experience, Mr. Nickens leads all communications for the agency, including graphics and multimedia production, social media, and website management.
Calvin Patimeteeporn, M.S.P.H.

District Epidemiologist
Calvin Patimeteeporn serves as the District Epidemiologist, leading the surveillance of diseases and other health conditions that affect DeKalb residents. He also is responsible for all reports of notifiable diseases and outbreaks.
Veronda Griffin, B.A.

Public Health Preparedness Manager
Veronda Griffin serves as the Public Health Preparedness Manager and has almost 20 years of Emergency Preparedness experience. Joining DeKalb Public Health in August 2024, Ms. Griffin is responsible for ensuring that the district’s public health preparedness directives and initiatives are completed, and she provides oversight for the planning, training and exercise, medical countermeasures, healthcare preparedness, and volunteer components of the Public Health Preparedness program. She also has experience in public relations and communications.
Kelvin Foye, M.S.

Human Resources Director
Kelvin Foye serves as the Director of Human Resources with over 20 years of responsibility and progressive experience in Human Resources management. Mr. Foye's experience includes working in both the local government and manufacturing environments, with a focus on employee relations, employee engagement, performance management, training and recruitment. He is dedicated to fostering an inclusive work environment that promotes increasing employee morale, boosting organizational performance, and attracting and retaining top talent.
